First-time applicants aged 6 or above may apply online for National Central Library (NCL) card or OPEN LAB Card. (For replacement, please present a valid ID at the service counter.)
備註：總館—16歲以上民眾或未滿16歲之高中職或具同等學力之在學學生可入館、多媒創意實驗中心—6歲以上民眾可入館。
Note: Main Library: Library entry is permitted for individuals aged 16 and above, and for under-16 students enrolled in senior high/vocational (or equivalent) programs. OPEN LAB: Library entry is permitted for individuals aged 6 and above.
- 申辦前，請詳閱「閱覽證申請說明」，並同意遵守本館閱覽服務規定及相關規定。

- 資料填寫完畢後，可立即使用國圖電子資源（外籍讀者請見第5點）、線上申請圖書調閱及預約總館各項空間設備（自修室除外）。如欲入館使用資源及服務，須持相關身分證明文件臨櫃驗證。
Upon completing the registration, you may immediately access NCL e-resources, request book retrievals, and reserve library facilities (except self-study areas). Foreign users, please refer to Section 5 for details.
- 臨櫃服務請於辦證服務時間內持有效身分證件正本，親至辦證櫃臺領取閱覽證或智慧閱覽證（請自備悠遊卡或一卡通）。
During service hours, please bring a valid ID to the counter to collect your Library Card or Smart Reading Card (issued on your EasyCard or iPASS).
- 外籍人士於資料填寫完畢後，如僅需使用電子資源而不入館使用實體資源，則須另將護照或其他有效證件電子檔與聯絡方式，寄至ncl-card@ncl.edu.tw辦理。本信箱限外籍人士使用，一般民眾不適用。如欲入館使用資源及服務，須持相關身分證明文件臨櫃驗證。
After completing the registration, foreign users who only require access to electronic resources and do not plan to visit the Library in person must email a digital copy of their passport or other valid identification, along with their contact information, to ncl-card@ncl.edu.tw for processing. This email account is for foreign users only and is not applicable to local users. To use on-site resources and services, in-person identity verification with appropriate identification is required.

國家圖書館(以下簡稱「本館」)謹遵個人資料保護法相關規定，對於讀者因辦理本館閱覽證而由本館取得之個人資料或各項個人借閱流通使用紀錄，必將依法善盡保密之責：
The National Central Library (hereafter the Library) discreetly follows all relevant rules of the Personal Information Protection Act to meet its responsibility for preserving the confidentiality of any personal information or individual circulation records of the applicant acquired by the Library by applying for a library card.
一、蒐集範圍：
Scope of personal information gathered by the Library:
(一)本館於讀者申辦閱覽證，提供圖書調閱等服務時，將蒐集、處理或利用您的姓名、生日、身分證字號、護照號碼、教育、職業、電話、電子郵件信箱、通訊地址、戶籍地址等個人資料。
The Library will collect, arrange, or use the applicant’s personal information, including the name, date of birth, photo, ID number, passport number, education, occupation, telephone number, e-mail address, correspondence address, permanent address, etc. obtained when applying for a library card or when the Library offers services, such as transferring library materials from another library.
(二)當您使用本館提供之各項網路資源服務，本館及資料庫廠商將使用cookies 進行管理及記錄。包括記錄IP位址、瀏覽器種類、使用檔案及時間等軌跡資料。
When you use any internet resource services offered by the Library, the Library and the database contractor use cookies to manage and record the services rendered, including the trajectory data such as recording the IP address, the kind of browser, the files used, the length of time, etc.
二、蒐集之個人資料類別
The various types of personal information gathered by the Library
C001辨識個人者：姓名、電話、電子信箱、戶籍及通訊地址。
C001 Personal recognition: name, photo, telephone number, e-mail address, permanent address, and contact address.
C003政府資料中之辨識者：身分證字號、護照號碼。
C003 Recognition in governmental documents: ID number and Passport number.
C011個人描述：性別、生日、國別。
C011 Personal description: gender, date of birth, and nationality.

C052資格或技術：學歷。
C052 Qualifications or skills: educational background.
三、蒐集目的：
Purposes for collecting personal information:
本館蒐集讀者資料之目的，係為明確讀者使用本館各項館藏資源之權限，或執行館 藏資源流通業務而為之。
The purposes for collecting personal information of library patrons are to ensure the rights of its patrons to have access to any and all of the Library’s resources and to enable the Library to execute the business of circulating its resources.

五、您可選擇是否提供本館您的個人資料，惟您不同意時，本館則無法提供各項閱覽服務。
A library patron can choose to offer his/her personal information to the Library. If he/she chooses not to, the Library cannot offer such patron its reading services.
