Individuals who have not applied for a National Central Library card or Multimedia Center card and are at least 6 years old may apply online. (Please fill out the application form at the counter for lost and replaced cards.)
Note：Admission to the National Central Library is open to Individuals over 16 years of age or to high school students under 16 years of age or to students with equivalent qualifications; admission to the Multimedia Center is open to people over 6 years of age.

Getting a card：After completing the application for a library card via the Internet, the applicant can request books or use the electronic resources of the library immediately. Please note that the applicant needs to visit the Registration Desk during office hours to obtain your library card or a smart library card（the applicant needs to have an Easy Card or IPASS Card to obtain this card）within three months of the application date; the applicant must have a valid ID card or certificate. If the applicant fails to pick up the card within three months of the application date, he/she must begin the application process anew to obtain a library card. Applicant focuses on using the electronic resources of the library and has trouble visiting the Registration Desk to pick up the library card, please send a copy of both sides of your valid ID and contact number to: email@example.com. Our staff will issue the card for you.

The National Central Library’s Statement on Protecting the Personal Information of Library Card Applicants
The National Central Library (hereafter the Library) discreetly follows all relevant rules of the Personal Information Protection Act to meet its responsibility for preserving the confidentiality of any personal information or individual circulation records of the applicant acquired by the Library by applying for a library card.
Scope of personal information gathered by the Library:
The Library will collect, arrange, or use the applicant’s personal information, including the name, date of birth, photo, ID number, passport number, education, occupation, telephone number, e-mail address, correspondence address, permanent address, etc. obtained when applying for a library card or when the Library offers services, such as transferring library materials from another library.
The various types of personal information gathered by the Library
C001 Personal recognition: name, photo, telephone number, e-mail address, permanent address, and contact address.
C003 Recognition in governmental documents: ID number and Passport number.
C011 Personal description: gender, date of birth, and nationality.
C052 Qualifications or skills: educational background.
Purposes for collecting personal information:
The purposes for collecting personal information of library patrons are to ensure the rights of its patrons to have access to any and all of the Library’s resources and to enable the Library to execute the business of circulating its resources.

According to the regulations of the Personal Information Protection Act of Taiwan, the following rights of all library patrons include:
Request to verify one’s own personal information
Request to change one’s own personal information
A library patron can choose to offer his/her personal information to the Library. If he/she chooses not to, the Library cannot offer such patron its reading services.
